I think he's one of the great satirists of our era, but what often gets overlooked in what could be called "Verhoeven defense studies" (aka treating Verhoeven movies as pools of subtext -- this kind of reaches its apex with Showgirls academia) is that he makes intentionally entertaining movies and has a lot of fun with them. Just because a man wants to mercilessly lampoon militarism doesn't mean he can't like special effects.
